The soft ban problem

Reading the failure modes
Endless spinner at checkout — the classic soft ban. The store is serving you deliberately degraded responses because the IP or its subnet scored badly. No error, no block page, just a cart that never completes. Swapping to a clean subnet fixes it; retrying on the same range does not.
Checkpoint / queue-it pages on every request — reputation is bad enough that the store isn’t even pretending. Datacenter ranges live here permanently. Consumer-registered ISP IPs mostly skip straight past.
Carts silently emptied — usually velocity: too many carts from one IP, or a rotation mid-session that made the store treat the checkout as hijacked. One dedicated static IP per task, held from product page through payment, is the fix — never rotate inside a checkout.
The two-pool setup that wins drops
Monitoring and carting have opposite needs, so serious setups split them. Monitors poll every few seconds for hours — that traffic goes to rotating residential, where per-request rotation means no single IP builds a request pattern and per-GB billing means an idle monitor costs nearly nothing. Checkouts are the opposite: short, high-stakes, and identity-sensitive — those get dedicated ISP IPs with clean history.
